International Debut Film Festival «Spirit Of Fire»
(Khanty-Mansi Autonomous Area Ugra, city of Khanty-Mansiysk).

Clause 1.

The International Debut Film Festival of Cinematography «Spirit of Fire» in accordance with federal law «On State Support of Cinematography of Russia» defines the following goals and objectives:

  • Fundamental development of the regional culture of the Khanty-Mansi Autonomous Area of Russian Federation in the new XXI century, participation in common processes of integration of world cultures;
  • Attracting a mass audience to the Movie Theatres built according to the new technological generation, and facilitating the recovery of Russian National Cinematography from recession;
  • Assisting in the appearance of a new generation of Russia’s filmmakers;
  • Assisting in the appearance and development in the Region of cinematographic training and a film industry;
  • Assisting in the integrations of a young Russian cinema to the global cinematic process.

Clause 2.
The 9th International Debut Film Festival of Cinematography «Spirit of Fire» will take place in the city of Khanty-Mansiysk (Khanty-Mansi Autonomous Area) in the period of time from February, 19 to February, 25 2011.

Clause 3.

The President's Council consists of:

President of the festival – the film director Sergei Solovyov, People's Artist of Russia, the laureate of international festivals, the President of the Moscow International Film Festival from 1995 to 1997, a repeated jury member of the international film festivals, including festivals in Venice and Moscow.

Vice-president of the festival, program director — the playwright Maria Zvereva, an honored Artist of Khanty-Mansi Autonomous Area — Ugra, the European Film Academy award for the ”The best screenplay”as well as a television award «TEFI» holder, a jury member of the international festivals in Cannes, Karlovy Vary and Delhi.

The chairman of the screening committee — the film critic Andrei Plakhov, one of the leaders of FIPRESCI, the film critic of the «Kommersant» newspaper.

Clause 4.

The screening committee starts its work in October, 2010.

The international competition will be attended by 10-11 full-length films, that must meet the following requirements:

  1. The film must be the director’s first or the second full-length work in live-action film field.
  2. The film was made in the period of time from January, 2010 till the end of the screening committee of the Festival.
  3. Each full-length work can be presented at the Festival by not more than two members of the crew of leading artists.

There will be 10-12 full-length films participating in the contest «Russia's debuts 2010». The movies are supposed to be the director’s first or the second work in the live-action film field shot on 35 mm film.

Clause 5.

None of the movies can be withdrawn from the contest during the festival.

Clause 6.
The international jury consisted of a chairman and 4 members, the well-known masters of the world cinema, evaluates movies in international competitive nomination.

The actor's jury consisted of a chairman and 2 members, the well-known Russian film and theater actors, evaluates the best actors in the Russian debut films.

The President and the Head of the Festival have a right to attend the jury’s assembly. They do not participate in voting.

The retrospectives and master-classes of the jury members will take place during the festival.

Clause 7.

In concordance with the results of the International Debut Film Festival of Cinematography «Spirit of Fire» the following prizes are presented:

  1. International contest.The Jury of the international contest will award:
    • The Grand Prize of the festival – «Golden Taiga» for the best debut film – 300 000 (three hundred thousand) of Rubles;
    • Prize «Silver Taiga» — for the debut film – 200 000 (two hundred thousand) of Rubles;
    • Prize «Bronze Taiga» — за for the debut film – 100 000 (one hundred thousand) of Rubles.
    Moreover, the jury may make special mention of other professional debut (for instance screenwriters, composer, cameraman, etc.) awarding a special jury prize.
  2. «Russia's debuts 2010» contest.

    In concordance with audience voting the following prizes are presented:

    • Audience Award «Golden Taiga» – 300 000 (three hundred thousand) of Rubles;;
    • Audience Award «Silver Taiga» – 200 000 (two hundred thousand) of Rubles;
    • Audience Award «Bronze Taiga» – 100 000 (one hundred thousand) of Rubles.
  3. The Actor’s jury awards for the best actor’s play with the following prizes:
    • Prize named after Alexander Abdulov «Actor’s best Role in Russia’s debut film» — 50 000 (Fifty thousand) of Rubles.
    • Prize named after Alexander Abdulov «Actress’s best Role in Russia’s debut film» — 50 000 (Fifty thousand) of Rubles.
  4. Prize named after a cameraman Pavel Lebeshev «For the best camera work» in the competitive or not competitive Russian film.
  5. Special prize of the General partner of the Film festival.

Clause 8.

The data media with a recording of the film, which has been selected, will not be returned to the owner and will be handed over to the archive of the festival.

Clause 9.
The deadline of the film registration for the selection is December, 7 2010.

The Selection commission of the Film festival accepts the final decision not later than January, 31 2011.

Clause 10.
The filled form of the participant, promotional materials, synopses and technical information for each selected film must be submitted to the Moscow Directorate of the Festival by January, 15 2010.

The festival copy of each accepted film must be submitted to the Moscow Directorate of the Festival by February, 8 2011.

Clause 11.
The cost of transport agent, the cost of transportation, storage and insurance of the copies of selected films will be taken upon the Festival’s budget.
In the case of loss or damage of the copies the responsibility of the Festival will occur only within the bounds of the cost of the copy specified by the technical producer in the technical certificate to the film.

Clause 12.

President of the Festival has the right to regulate all matters not covered by these rules.

Clause 13.
Participation in the Festival provides the implementation of this regulation.
